Random images get stuck in a 'fetched' or 'loading' state and never appear.

This is addressed in:
#619

Part of beta10, recommendation is:

• Turn doNotExceedThreshold off if you can - keep threshold a little lower for head room to avoid
• Handle failed event app side if doNotExceed is turned on, so you can fall back or wait for the requeue
