Classify every .github/prompts/*.prompt.md file before converting prompts into skills or cookbook recipes.

Audit Checklist / Scope

• Inventory all current prompt files.
• Identify files missing frontmatter.
• Classify each prompt as skill, cookbook, archive, delete, or defer.
• Identify P0 pilot skill candidates.
• Add classification to the migration decision map.

Findings / Risks

Risk: migrating all prompts as-is would recreate the old prompt sprawl in the new structure.

Acceptance Criteria

• Audit scope and checklist completed.
• Findings and risks documented.
• Remediation actions assigned and tracked.
• Documentation/changelog updated if applicable.
• PR uses correct branch prefix audit/.

• Prompt inventory classified in the migration map (73 prompt rows total).
• Classification split: 33 skill conversion targets and 40 cookbook conversion targets.
• Prompt rows are now explicitly linked to follow-up issue #299.
• Identified 10 prompt files missing frontmatter for later conversion slices.
• P0 pilot skill candidates mapped to downstream issues [Feature] Create lightspeed-frontmatter-audit skill #301, [Feature] Create lightspeed-pr-review skill #302, and [Feature] Create lightspeed-label-governance skill #303.

Verification run on 2026-05-26:

• Markdown lint for the report passed with 0 errors.
• npm run validate:structure passed.
• git diff --check passed.
