Consider making all documentation optional

There are going to be some users who don't want the scaffolding for sphinx/readthedocs autodocumentation. So we should consider whether it's worth modifying the template and adding a copier question to allow for a hydrated project to be created without any sphinx/docs support.

I'm not a strong advocate for adding this option. The user already has to take extra steps to generate public documentation. If they don't want it now, they do nothing, and if they want it later, then it's already available and ready to publish.
