Outrun 2 SP DX Crashing

Outrun 2 SP DX is recognized as a clean image, nevertheless it crashes after a few seconds in both runtime and test mode without any error.
Windows11 / Nvidia RTX 3080 / Intel I7-13700k

I think I'm experiencing the same issue. If I turn on debug messages, I get this in the terminal:

Same thing happens here on 3 different PCs:
all on Win 11 fully patched Microsoft Windows [Version 10.0.26200.8246]

After launching a windows with the title "Outrun 2 SP SDX Rev A" opens and closes itself after a short time.

Hardware of the PCs:
1 : Intel i5-10600/RTX5070/32 GB Ram/XBOX One Controller through USB - game in downloads folder in user profile
2 : AMD 8745HS/integrated graphic/32 GB Ram XBOX One Controller through USB - game in folder at root level on non system drive

The error "Failed to save controls.ini" usually happens because the emulator lacks the necessary file permissions to write to its own folder or because the file is currently read-only

Some errors are from read-only

I tried changing all the files to non-read only but still crashes. I have an unclean dump, extracted from BIN file, which does work. The clean dump, does not. Not sure what is the difference....

Windows 11 is very locked out for (let's just say stuff). I just dropped back to windows 10. At least, the errors can be fixed in 10
