Fix a memory leak in DnsOverTcpTest

Motivation:

A memory leak was detected while running DnsOverTcpTest. Related: netty/netty#15033

Modifications:

• Forked TcpDnsQueryDecoder and applied a patch to fix the memory leak.

Result:

Stabilize CI builds
