Add Packagist Ping to Workflow

This PR adds a step to the GitHub Actions workflow to ping Packagist when new versions are published, ensuring that Packagist is immediately updated with the latest version.

• Added a new step to the workflow that pings Packagist after a new tag is created
• Uses the PACKAGIST_SAFE_API_TOKEN from GitHub secrets for authentication
• Ensures that Packagist immediately updates the package information when a new version is released

This change will help ensure that new versions of the SDK are immediately available on Packagist after they are published.
