Summary

This PR includes two main updates:

  1. Bumped torch-npu to version 2.7.1 (a long-term maintenance release).
  2. Disabled BaseRMSNorm, which was causing test failures on the NPU platform, to resolve internal CI blocking issues.

Testing Done

  • Hardware Type:
  • run make test to ensure correctness
  • run make checkstyle to ensure code style
  • run make test-convergence to ensure convergence
