📌 Summary
This PR sets created "chart-deps" PRs always to a draft state. In case there is an update to
apps.yamlpending, it leaves a comment to be removed from PR after fixing.This makes it more obvious which chart dependencies have been looked at already and potentially one approval. Also they are not shown in the team channel.
