Controlling Network Traffic with iptables - A Tutorial Proposed Changes

Issue

I noticed that in a couple of the examples of iptable rules that the order of the rulles in the example seems not to match the order of the rules as referred to in the following text:
Block or Allow Traffic by Port Number to Create an iptables Firewall
Whitelist/Blacklist Traffic by Address
