Created in response to DOCS-119. This PR removes instructions to turn off KeepAlive in Apache web server guides that are not deprecated. It also updates the Tuning Your Apache Server guide with a section that describes what KeepAlive does and what its benefits are.

Looks like this was originally branched off of master, so the PR had some unrelated commits in it. I rebased this on top of develop and those unrelated commits have gone away.

Included some copy edits and removed an orphaned closing '{{< /file >}}' tag that was causing issues for Netlify and Travis.
