TCP MTR tests should be used sparingly, corrected language indicating they're reliable when they are in fact not. Also expanded flags into long-form for easier grokking.

The previous PR (linode#2320) for this guide still had issues which needed a tech edit to resolve after the PR was merged. This commit represents that tech edit.
