在某些虚拟化环境（尤其是 VMware）中，本地 DNS 网关会直接丢弃私有网段的
PTR 反向解析请求而不返回任何响应。这导致 systemd-resolved 触发长时间重试，
使得 route、netstat 和 ssh 等依赖 getnameinfo 的工具出现严重卡顿（30秒以上）。

本补丁针对 192.168.0.0/16 及 IPv4/IPv6 Link-Local 地址的反向解析请求， 将超时时间缩短至 2 秒，在保证本地正常 DNS（如 KVM）可用的同时，实现快速失败，
解决虚拟机环境下的卡顿问题。
