Bug description

I have a 4k built in monitor on my laptop. I have an external 4k monitor. When I plug my laptop in to the external monitor my latop monitor switches to 200% scaling (from 100%), my external monitor is set to 1024x768 and all (ALL) my windows are resized to accommodate the 1024x768 resolution.

This does not happen every time I plug the external monitor in, it happens intermittently. I am not sure if this is an nvidia drivers problem or a cinnamon desktop problem. I am running Gentoo, not mint.

I would like my desktop to not set any resolutions or change any font sizes or change any application window dimensions or change any desktop scaling factor without me expressly requesting such changes by clicking on a "do this ONE OPERATION" button.

Am I the only one suffering this or is this a known issue?

Steps to reproduce

plug in external monitor
built in screen switches to 200% scaling
external monitor is set to 1024x768
all application windows are resized

Expected behavior

plug in monitor external monitor...
internal monitor remains at the 100% scaling fact I deliberately set.
external monitor is set to the same resolution it was at the previous time it was plugged in which i previously set manually to 4k.

ABSOLUTELY NO application windows are resized at all ever for any reason except i clicked my mouse on that special location and dragged THAT ONE application to a new size.

Automatically adjusting user preferences simply because an external monitor dis plugged in is like getting mustard on your burger when you asked for plain unadulterated food.
