If the panel is vertical, the flag icon has the width of panel (minus some padding) regardless of the panel icon size setting. The commit fixes this behaviour.

Keyboard applet has a bug: if the panel is vertical, the flag icon has the width of panel (minus some padding) regardless of the panel icon size setting.
The PR fixes this behaviour.
