Feature Request: "Scroll Past End" option

Currently, when you scroll to the end of a file in xed, the last line is precisely at the bottom of the window.

I'd like a feature similar to the scroll_past_end setting in SublimeText or "Enable scrolling beyond last line" in Notepad++, where you can scroll down past that point, putting the last line in the middle of the visual field. This is especially handy for writing lengthy text documents, where I'm basically always at the end of the file, and would like to default to working in the middle of the screen.
