Fixed both CI errors in commit a4f1493:

1. Rust Formatting — merged the two-line method chain in webrtc-sys/build/src/lib.rs into a single line to satisfy cargo fmt (fits within max_width = 100)
2. Changeset Check — added .changeset/reduce_time_taken_to_run_tests.md with a webrtc-sys-build: patch entry
