Upgrade SWR to v2 #356
Description
- Originally part of Upgrade core packages #325 , but separated to keep the PR smaller
- This upgrade isn't totally necessary, but will make the package overall more compatible with react 19, which we are now using (v1 was generally meant for react v16 and v17)
