Add account transaction history filtering

Is your feature request related to a problem?

Add filtering for all event types on the on the account history page. It would be useful to view all votes for a specific orchestrator, or to filter by reward calls or reward cut changes.

Building off of #115 (comment), we should add a filter button that opens a popover for event types to filter by.
