Explorer Maintenance RFP

Goal:
Stabilize and modernize the current Explorer.

Requirements:
Use the RFP process to fund a small backend team to fix bugs, improve performance and security, add baseline tests, and update the codebase. Address priority issues and clear the existing feature backlog. Establish a workflow for incorporating community feedback and shaping the roadmap.
