Tooltip delay

Hey there,

As a user, i would like to be able to delay the appearance of the tooltip with a simple "delay" attribute. For the "with tooltip trait", could simply be "tooltip-delay". A simple value in ms would work perfectly.

+1. One detail decides whether it feels native: the delay should count from when the pointer comes to rest on the trigger, not from when it enters. Counted from entry, a pointer that keeps moving across a button still pops the tooltip after N ms. Counted from rest, sweeping across a toolbar never shows one, and only a deliberate pause does.

Two more details:

• Keyboard: focus should still show it at once (there's no pointer to rest).
• One setting for the whole app, since a delay is rarely a per-tooltip choice: <flux:tooltip delay="500"> plus a global default.

I run this today as a workaround: I mark the bubble shown after 500ms without a pointer move, and hide it with CSS until then. I'd delete that the day this ships.
