Writing/transcribing guides for local (dev) environment setup on different platforms

As of the time of writing, the overarching structure for the new setup guide(s) is in place, but needs filling out. Contributions are welcome!

The general overview of what needs doing is:

• Writing guides for local (dev) environment setup on different platforms (windows/mac/linux)

More generally, feedback on the new structure and approach to handling guides is welcome. The general idea is to make them all more modular, such that common information (such as configuring LK) only needs to exist in one file and not three to five.

It's recommended to check out the general outline and/or work already done on the new setup guide(s) before looking to contribute.

Please keep in mind that documentation regarding v3.1 (currently develop) features is not yet welcome. This is for v3.0 (release/v3.0.0) specifically.

If desired, please use this issue as a space to organize and coordinate updates.

Tackling the Windows guide. It's heavily illustrated enough that it will likely make the most sense to have each local setup be on their own page.

I don't have the operating systems readily available to write guides for Linux and Mac, but in a pinch I could get my hands on a VM and get something rolling.

Yeah, if I have the wherewithal I'm of a mind to contribute something for Linux, since that's my home turf... but that's a big "If" considering I have a lot on my plate already.
