lab.llvm.org build bots should use the now-documented pip requirements installation procedure

The installation procedure described at https://llvm.org/docs/lnt/quickstart.html#installation (might need to wait a few hours for documentation to synchronize) is:

python3 -m venv .venv
source .venv/bin/activate
pip install -r requirements.txt

Currently, the lab.llvm.org builders are using python setup.py develop -- instead they should use the above.

They might want to use pip install -r requirements.client.txt if needing an installation of postgresql is problematic.
