In C++17, static constexpr members are implicitly inline, so they no longer require an out-of-line definition. Identified with readability-redundant-declaration.

In C++17, static constexpr members are implicitly inline, so they no longer require an out-of-line definition. Identified with readability-redundant-declaration.
