Send Push Notification upon onchain confirmation

When a transaction is confirmed on-chain, send a push notification to the user's phone via firebase. To do this, we'll need to add a webhook handler which sends a push notification, similar to the what's done for lightning receives.

Push Notification on On-Chain Confirmation

Problem

No push notification when an on-chain tx confirms. Lightning receives already send one via webhook/Firebase, but on-chain confirmations are silent.

Expected Behavior

Push notification at 1+ confirmation (both receive and send)
Amount in sats + user display currency
Tap opens the transaction detail screen

On-chain confirmation webhook handler (same pattern as Lightning receive handler)
Send notification via FCM (lookup user tokens, build payload with amount/type/deep-link)
Edge cases: multi-device, idempotency, RBF, respect notification preferences
