add python 3.6 to the tests.
add importlib-metadata to the list of requirements.txt
remove python3.6, since it is not supported anymore.
upload github workflow not to use setup.py explicitly.

This PR modernizes the installation of mathphys, according to what was discussed in lnls-sirius/scripts#180.
I alse removed the use of
pkg_resourcesbecause it was also deprecated.
