Poor user interface for time and date pickers in tutorial group management #10692

Describe the bug
The time and date pickers used throughout the tutorial group section (e.g. when creating or editing tutorial groups, and when creating holidays) have a different user interface (scrollbars, bad contrast text<-> background, etc). This negatively impacts usability and is inconsistent with the rest of the application.
To Reproduce
- Go to 'Course Management --> Tutorial Groups'
- Create new Tutorial Groups
- Select new date for "Period in which the tutorial group meets"
- See date and time picker
Expected behavior
The date and time pickers should have the same appearance and behavior as elsewhere in the application, ensuring a consistent and intuitive user experience.
