As-is, the script always tries to create an instrument's default chain and collections. But sometimes we may not be ready to create the collections when making the butler repo. Make it optional. Also use instrument-specific template collection name.
The seed butler.yaml is updated because: - A new postgres namespace is used for the new dev repo so we can preserve the old dev repo's registry for the time being. - The postgres user is not set in butler.yaml so to allow service users (e.g. latiss_prompt). - An explicit port is given for db-auth to work. The new storage location is at s3://rubin-pp-dev-users/central_repo_2
