Low risk dev-tooling update: bumps tsx (and its esbuild dependency) used for tests/build, with no runtime application logic changes. Main risk is CI/local build/test behavior differences due to the new esbuild binaries and removal of get-tsconfig from tsx's dependency tree.

Overview
Updates dev tooling by bumping tsx to 4.22.3 in packages/governance and packages/governance-platform, and refreshes package-lock.json accordingly.

As part of the lockfile update, esbuild and all platform-specific @esbuild/* optional binaries are bumped to 0.28.0, and tsx no longer pulls in get-tsconfig/resolve-pkg-maps via dependencies. The lockfile also updates the recorded governance-sdk package version from 0.9.0 to 0.17.0.
