Updates the dev container to use Ubuntu 24.04 base image with Adoptium (Eclipse Temurin) JDK versions 8, 11, 17, 21, and 25. Adds cross-compilers for aarch64, riscv64, and x86-64 architectures, along with scientific libraries (OpenBLAS, LAPACK, ARPACK) for native development.
