Fixes

Package dependencies now use per-target-framework versions - the net8.0 build asks for Microsoft.Extensions.Logging.Abstractions/System.Runtime.Caching 8.x and net9.0 for 9.x, instead of all target frameworks demanding 10.x. 6.0.0 forced net8/net9 consumers onto 10.x runtime libraries, which collided with other packages' version bounds (e.g. NU1608 warning floods via transitive System.Diagnostics.DiagnosticSource where a dependency caps it below 9.0). No API changes.
