- 拖拽路径/图片到输入框时，若资源不在当前项目目录下弹出确认提示
- 弹窗支持“不再提醒”复选框，确认后可即时关闭并持久化该提醒
- 设置面板新增开关（默认开启），统一写入 settings.dragDrop.warnOutsideProject
- 补充 isWinPathUnderRoot 工具方法及中英文多语言文案
