Bug-fix patch: a chat-resume regression on legacy model tiers, a spurious managed run-block, and an inbox decode + context-pane redesign.
Fixed
- Chat is visible immediately on thread resume again. Managed threads carrying a legacy
model_tier(sonnet/opus/haiku, pre-rename) returned a 500 on resume, so the conversation only appeared after a manual page refresh. The legacy tier is now normalized (normalizeTier) on the resume path. - No more spurious "Managed control plane unreachable" run-blocks. A managed tenant could fail-closed and block a run even when the control plane was up; a proactive credit heartbeat keeps the status fresh and the message was softened.
- Mail bodies decode correctly in the reader. Body parts are now decoded by their Content-Transfer-Encoding (base64 / quoted-printable) and the declared charset is honored, so encoded or non-UTF-8 mail no longer leaks raw
=20/base64 text into the inbox (also fixes the single-part snippet path). - Inbox reader can't collapse to one-character-per-line. The reading pane now has a floored minimum width.

- Inbox context moved below the mail body. The mail-context (recent threads, follow-ups, outbound, reminders) is now a stacked single-column section that scrolls beneath the message instead of a right-hand sidebar — a cleaner read on both desktop and mobile.
