cannot change the time repmgrd uses to decide a failover

unable to change from 60s to 10s by using the parameters reconnect_attempts and reconnect_interval in repmgr.conf.
Possible reasons:

1. not the correct parameters to set
2. something wrong with repmgrd that it cannot parse config file correctly
3. other parameters overwrite these two so it does not really change
