ci: Update release workflow for npm OIDC authentication

Background

• npm now supports OIDC and requires an update to the release.yml to support this.

What Has Changed

• Updated release.yml with OIDC permissions, removed npm token authentication
• Updated release through @semantic-release/exec as @semantic-release/npm currently does not support OIDC authentication
