Can't register first user

I followed this instruction to set everything up. Now on main page I don't see any register/sign up buttons, it's just plain sign in form. Re-checked everything, but couldn't find anything related. In database registration_open is true and internal_auth_disabled is false. What am I missing?

Tried pre-build Docker images => Don't have an account? Register is visible. But not in my Dockerless case. Seems that this variant is not tested at all.

Don't know what went wrong, but on clean reinstall it worked. Sorry for making bad assumption.
