Summary
This PR code-ifies our fusionauth setup and allows you to easily spin up a fully functioning local fusionauth instance.
It also allows us to now use pulumi to ensure our deployed fusionauth instances are synced and more easily kept up to date with each other.
This PR does not automatically setup identity providers though as I need to think about how to do this programmatically and securely for all envs.
