bug: Gitlab runner doesn't work with current configuration

Expected Behavior

Please describe the behavior you are expecting

Current Behavior

1. Gitlab-runner can't deploy in any namespaces
2. There is an issue with docker endpoint and certs

Failure Information (for bugs)

Error: query: failed to query with labels: secrets is forbidden: User "system:serviceaccount:gitlab-runner:gitlab-runner-executor" cannot list resource "secrets" in API group "" in the namespace "staging"

unable to resolve docker endpoint: open /certs/client/ca.pem: no such file or directory

Steps to Reproduce

Deploy layer2-k8s with enabled gitlab-runner. Try to use this runner in a simple pipeline (including building docker).
