Summary

Raise the delegation program fees 10x:

• SESSION_FEE_LAMPORTS: 300,000 → 3,000,000 (0.003 SOL per delegation session)
• COMMIT_FEE_LAMPORTS: 100,000 → 1,000,000 (0.001 SOL per commit after the first)

Motivation

1. Rent reduction breaks the current fee model. SIMD-0437 (shipping in Agave v4.2, feature gates activating now) cuts the rent-exempt minimum by 90%. Delegation fees are collected from the rent deposit of the delegation record + metadata PDAs and are capped at their combined lamports. The full cut shrinks that cap from ~2.87M to ~287k lamports — below today's 300k session fee. Without changes, commit fees become uncollectable and per-session revenue drops ~10x instead of staying flat.

2. ERs capture far less value than they provide. Real-time execution, gasless transactions, and horizontal scaling are priced at fractions of a cent per session today. A 10x raise keeps fees negligible relative to the value delivered while making validator economics sustainable.

Proposal

Keep funding the delegation PDAs at delegation time with the same lamports as today (~2.9M). After the rent cut, ~10% covers rent and the remainder becomes fee budget, collected on undelegation exactly as today (unused budget refunded to the rent payer).

User impact

• Upfront cost per delegation: unchanged (~0.0029 SOL, refundable net of fees).
• Heavy sessions already hitting today's fee cap: unchanged.
• Light sessions: fees rise from 0.0003 to 0.003 SOL — still negligible per session.
