Bump OpenCC to 1.3.0

OpenCC released opencc 1.3.0 a few days ago. Due to version limitations in opencc-rust, compilation will result in the following complaints:

  OpenCC version must be no higher than 1.2.0
  note: run with `RUST_BACKTRACE=1` environment variable to display a backtrace

Can you add support for OpenCC 1.3.0? Thanks!
