use ocelot and swagger without running all microservices (Development Environment)

Hi everyone,

I have successfully implemented this project, there is only one point, if we disable the Swagger of one of these microservices, it will not come up and only the microservice itself will run, in this case, the services related to that microservice will not appear in the Swagger related to BFF.

How can we solve this problem?
