[bug]: Webhook on Issue updated doesn't fire

Current behavior

Plane doesn't call webhook when Issue updates, all events selected or only updates - the same. Create, delete, comments work correctly. Issue only with update.

Version current, 0.16, Docker compose self hosted ARM.

Steps to reproduce

1. setup webhook ob Issue update
2. edit Issue object (description, estimate, cycle)
3. wait for http call
