Shouldn't be possible to assign the same address to multiple interfaces

The 185.189.47.80/32 address was assigned to Loopback100 of cherlita and swerry at the same time. This shouldn't be possible.

This can't be enforced in the smart contract, but we could enforce it in the tooling (CLI). Its also something a future oracle could monitor.
