Activation 1 — cycles 1 and 2 (2026-07-29)

Outcome: 0 PRs opened. Not an execution failure — the backlog was empty in both cycles, and the rotation is currently non-viable as configured.

Cycle 1 — BACKLOG EMPTY, Execute skipped

No manual backlog entries existed (shared folder was created fresh this activation) and the autodev-android issue feed returned []. Per the empty-backlog rule, no feature work was invented. The cycle was spent on bounded, read-only verification of three environment claims:

1. CONFIRMED — no android/ module exists in the worktree. find . -maxdepth 2 -iname '*android*' returns zero matches; only ios/ and web/ are present. Every ./gradlew command this rotation assumes has no target directory.
2. CONFIRMED — the automation account has READ-level permission on this repository, so it cannot push a branch, open a PR, or create labels (gh label create returns HTTP 404).
3. NUANCED — no Gradle/Kotlin android/ companion module exists on any of 4513 remote branches, nor in any of 45 sibling org repos. However, real Android-adjacent work does exist: branch feat-android-emulator (PR Add Android emulator launcher #7814), which is macOS-app-side Swift that embeds and controls an Android emulator inside cmux — architecturally unrelated to a phone-resident companion app.

Lead independently spot-checked claims via gh pr view 7814 and git ls-remote; both matched the Principal's report with no discrepancy.

Cycle 2 — BACKLOG EMPTY again, Execute skipped

Produced one decision-ready handoff document for the repo owner covering the blockers, a factual characterization of PR #7814, four neutrally-stated options (none acted on), and an explicit list of what is not known.

Blockers, in priority order

1. Write access — nothing can ship without it.
2. No android/ module exists anywhere, making the rotation's build and merge-policy paths vacuous.
3. The backlog has no usable feed, since the discovery label cannot be created under blocker 1.

1. No android/ Gradle module on the base branch this rotation targets — ./gradlew has no target.
2. The rotation's authenticated account has READ-only permission on this repo, so branch push / PR creation / label creation are unavailable.
3. No autodev-android label exists, so the issue-based backlog feed cannot be populated.

New this activation

A fork-based PR path was verified viable (repo is public, forking allowed, token carries repo scope) — meaning blocker 2 is addressable without a collaborator grant. Root cause of blocker 1 was also identified and is a configuration/base-branch issue rather than missing work; details are in the operator-local handoff, not reproduced here.

Recommendation

Pause this rotation pending an operator decision, rather than continuing to activate a team that provably cannot ship. Details and options: HANDOFF-activation-2.md in the operator's local shared folder.
