Make idle startup timeout configurable

Update idle shutdown option parsing to accept an optional fourth value for InitialTimeout (in hours) from the same settings string. If omitted, it now defaults to 1 hour instead of the previous fixed 24-hour timeout.

Increase idle shutdown initial timeout

Change the idle shutdown service default InitialTimeout from 1 hour to 24 hours. This delays the first shutdown eligibility window after startup, reducing premature shutdowns for low-traffic deployments.
