generic: install JetBrains Toolbox to ~/.local/opt instead of /tmp#27

Extract the tarball to ~/.local/opt/jetbrains-toolbox (a permanent location) rather than /tmp. This ensures: - The binary persists across reboots - The .desktop Exec path points to a stable location - The idempotency check (presence of the binary) works correctly on subsequent bootstrap runs Also cleans up the downloaded tarball after extraction. /tmp, meaning:.desktopentry'sExec=path pointed into/tmpThis fix extracts to
~/.local/opt/jetbrains-toolbox(a permanent location), cleans up the downloaded tarball, and checks for the binary there on subsequent runs.
