Hide "Add Repository" for users without permission

Hi! Just a small suggestion 🙂
Currently, users without permission to manage repositories can still see and click "Add Repository". They can go through the creation form, but get a permission error when clicking "Create Repo".
Would it be possible to hide the "Add Repository" button (and the creation controls) for users who don't have the required permissions?
I think this would make the UI a bit cleaner and avoid letting users start an action they can't complete.

Thanks for the suggestion. In 2.98.3 the Repos tab only shows Add Repository and Import to users with the Manage Repositories permission, and the Backup Plans tab only shows Add Backup Plan to users with Manage Plans.
