VS2017 CRT paths have changed in latest update

CRT paths were in

VC/redist/x86/Microsoft.VC150.CRT/*

with the RTM of VisualStudio 2017.

However, with recent updates (tested against 15.2), they are now in

VC/Redist/MSVC/%1/onecore/x86/Microsoft.VC150.CRT/*

where %1 is the VCToolsVersion. This appears to be 14.10.25017 for the 15.2 installation.

This is incorrect. According to https://blogs.msdn.microsoft.com/chuckw/2017/03/07/visual-studio-2017/

The C/C++ Runtime (14.10.25008)

so the paths are

VC/Redist/MSVC/%1/x64/Microsoft.VC150.CRT/*.dll

where %1 is the CRuntime version, not the VCToolsVersion.

In using the 'onecore' vcruntime140.dll, this was introducing an unnecessary dependency on newer API set DLLs. The rtlsupport one in fact.
