C header libraries that are dependents of static of other header libraries are missing from projects #89
Description
As per the comments in the code, the CompileAgainst for HeaderLibrary and StaticLibrary does not add a dependency into the graph, when the dependency is a HeaderLibrary.
ConsoleApplication adds a dependent, whereas I think it should be a requires.
