Provide method for EA-2 dependencies to get SNAPSHOT builds

samplestack needs the Java Client API, and samplestack for ea-2 will depend on some kind of Java snapshot or EA-2 distributable. Both of these probably can be served up as part of the github repo.

This stack overflow article http://stackoverflow.com/questions/14013644/hosting-a-maven-repository-on-github/14013645#14013645 shows how to accomplish this with maven. I'm motivated to do this, and can help get maven in line if you'd like.

As I'm the primary consumer of this service, I'm going to provide some research and then assign to Sam for as needed.

The stackoverflow item in the link above makes perfect sense to me. I'm going to experiment with the Java configuration to try it out.

The java-client-api portion of this has been pushed to a new branch. There's the first deployment in the mvn-repo branch. I'll verify from samplestack.
