rename marklogic-development-tools-*.jar to ml-development-tools-*.jar

Rename for consistency with other tool packages

The marklogic-development-tools subproject is now ml-development-tools

Other than any changes resulting from that rename, there should be no regressions.

The tools jar with new name is built successfully, published to local maven, published as plugin and tested.
